I managed to uninstall and the older drivers restored my cameras. My drivers were recently updated by a program called Driver Booster 8.2. Uninstall the driver and hopefully on reboot, Windows finds the old drivers. You will see 3 entries for this in Device Manager under System Devices. I managed to get the cameras working by uninstalling the drivers for Intel Control Logic. In device manager, the cameras reporter a power failure. I had the problem with my cameras on my Surface Pro 6 with the same OS build.
